Is it illigal to play the lottery if your underaged?

Someone I know played the lottery and thinks he won $50. So, how can I shoot down his special moment. Ahem, I would like to say "haha you didnt win crap! Its illigal!" er somthing like that. By the way, I live in Bradenton,FL
