If Obama is internationalist & wants National borders should be done away with completely would he welcome?

If Obama is internationalist & wants National borders should be done away with completely would he welcome terrorists ? Would Obama allow Bin Laden to fly airplanes into America with a load of worldly goods ? Would the Mexican drug smugglers be allowed to peddle their drugs at grade schools if they say they are worldly goods ? Would kidnapping be legal ?
