Unless it was agreed upon in the rental contract that the tenant would cover any repair costs, then it is the owner's responsibility to fix the problems. Usually the only thing tenants are financially responsible for is things they damage themselves. For instance, getting cigarette burns in the carpet, or a hole punched in the wall. But basic upkeep like leaky faucets is the owners responsibility to repair.
