How long can a NCP's attorney continue the child support order hearing?

I filed through the state of GA 10/05, he moved to FL and we lost him, I found him in 2008 and they served him papers at his work. He didn't show for the first hearing in 2/09 and they gave me the run around. He continued the 4/09 hearing and got an attorney and the new hearing was set for 9/09 and the hearing officer continued it. So far the DORFL and the DORGA have no new info. I check the portal way too much and they try (making a call) once a month and set the prompts for a review 30 days later. Well its been 5 years and still nothing. How long can a NCP's attorney delay the proceedings. He has since remarried and has a newborn. Please help
