1992 Civic idiling up and down?

This pretty much started out of no where. Car starts and drives fine, but when sitting it idles very high, close to 2500rpm's and then drops, over and over. Throttle body looks clean, can't pinpoint any vac leakage. My only idea is that it could be the throttle position sensor... Any ideas??? Thanks
